In February 2024, Central Valley voters approved a three-year replacement Educational Programs and Operations (EPO) levy. Voters approved a three-year EPO levy in 2021 with an estimated rate at $2.40 per thousand of assessed home value at that time.The approved 2024 levy renewed the estimated rate of $2.40 per thousand. Because of increased valuations and housing growth within the district, the EPO rate was (for 2023) reduced to $1.91 per thousand. CVSD has had a voter-approved EPO levy in place for more than 50 years.
The EPO levy sustains essential programs and activities – not funded by state and federal dollars – for engaging students and ensuring a safe learning environment. Exceptional levels of student achievement are directly tied to school programs paid for by the levy. In order to sustain these programs, a voter-approved replacement EPO levy is required.

What does the EPO levy pay for?
- Necessary staffing: teachers to provide quality education, nurses to meet students' basic health needs, counselors, social workers, security, custodians and support staff
- School safety and security: resource deputies/officers and additional security, crossing guards, playground supervisors and school assistants
- Special education programs, student interventions & supports: filling the gap between program costs and funding
- Extracurricular activities: academics, after-school activities, athletics, clubs, fine arts, music, drama, debate, STEM, advanced courses, etc.
- Curriculum: textbooks, teaching, professional development and instructional materials
- Ongoing maintenance: facilities maintenance, ground keeping, custodial support, utilities, fuel and insurance
Three-year replacement EPO levy creates stability...
School funding sources:
Nearly 14% of the school district's annual budget comes from a voter-approved EPO levy, including state matching funds, or local effort assistance (LEA). LEA state matching funds were reduced in recent years from $6.8 million in 2020-2021 to $1.4 million in 2023-2024.Proposed levy amounts & estimated property tax rate:

- Create safer entrances and make other safety/security improvements (including improving school vestibules, access controls, security intrusion systems, cameras, alarms and fire protection and communications systems)
- Repair roofs, pavement and sidewalks
- Improve HVAC heating/cooling systems, playgrounds, lighting (including stadium lights), and flooring
- Upgrade technology devices and infrastructure (including upgrading computers, wireless network, and other technology equipment and infrastructure and providing training to implement improvements)
